Aménagement urbain et marginalisation socio-spatiale. L’exemple des migrants roms à Turin

Abstract : The marginalisation processes that affect Roma migrants in Turin are not only the effect of specific policies such as nomads’ camps – campi nomadi – or housing integration programs, but also of their interactions with urban planning. The aim of this article is therefore to analyse the relationships that could exist between the creation of nomads’ camps, urban planning and the development of informal settlements. Rather than the ambivalent character of specific policies, our analysis shows that the existence of informal settlements does not depend only on Roma migrants settling practices, but can be considered as an intended effect of local planning policies. Taking into account local planning policies comes out to be a basic step to de-label the “Roma issue” and place it in a broader urban framework, concerning the accessibility and liveability of cities and the non-marginalization of people rather than of spaces
