Résumé
L’émigration vers l’Italie des Bissa a été érigée en modèle par les autorités burkinabè, en raison de l’importance de leurs réinvestissements économiques dans la province du Boulgou dont ils sont originaires. Les migrants ont été propulsés au rang d’acteurs incontournables du développement local. À partir d’entretiens et d’observations menés aussi bien en Italie (région de Bergame et Brescia) qu’au Burkina Faso (Ouagadougou, Beguédo) à quinze ans d’intervalles, il s’agira d’appréhender les faces cachées du modèle et de préciser le rôle occupé par les migrants dans la construction de la ville, au côté des grands commerçants, des autorités coutumières et des notables. Après avoir rendu compte des relations controversées existant entre migration et développement et reconstitué les temps forts de la migration burkinabè, les auteurs s’interrogeront sur les modalités de redistribution de la rente migratoire à Béguédo. Dit autrement, la production d’équipements contribue-t-elle à la transformation du village en ville et à l’atténuation des inégalités sociales ou l’argent de la migration tend-il à exacerber les tensions dans la ville ?
The emigration of Bissa to Italy was held up as a model by the Burkinabe authorities, given the importance of their economical reinvestments in the Boulgou province where they come from. The migrants were propelled to the rank of major players in local development. Based on interviews and observations conducted both in Italy (Bergame and Brescia area) and Burkina Faso (Ouagadougou, Beguedo) and fifteen years apart, the purpose will be to gain greater insight into the hidden facets of the model and to clarify the role the migrants play on the construction of the city, alongside the large merchants, the customary authorities and the community leaders. After having explained the controversial relationships between migration and development and having reconstituted the highlights of the Burkinabe migration, the authors will question the means of redistribution of the migratory income in Beguedo. In other words, does the production of equipment contribute to the transformation of a village into a city and to the mitigation of social inequalities or, conversely, does migration money tend to exacerbate tensions in the city?
