Évaluation monétaire des effets sanitaires des canicules en France métropolitaine entre 2015 et 2020

Abstract : Although heat waves are the deadliest extreme weather events, their impacts are rarely considered from an economic perspective. This lack of knowledge, coupled with a low perception of this risk, is a barrier to the implementation of adaptation measures. We assessed the economic burden of the health impacts of heat waves in metropolitan France between 2015 and 2020. Methods - We used emergency room visits and SOS Médecins visits for a selection of heat-related causes to assess their costs. Excess mortality and loss of life expectancy were also valued, as well as the loss of wellbeing due to restricted activity. Total cost-of-illness (direct, indirect and intangible costs) and willingness-to-pay approaches were used. Results - Over the 2015-2020 period, the total health impacts studied represent around €22 or €37 billion depending on the method. Excess mortality dominates (€22 billion when based on years of life lost, or €30 billion when based on excess deaths) and activity restriction is estimated at around €6 billion. Conclusion - This study allows to better objectify the economic impact of these extreme weather events. In a context where climate change results in an increase in temperatures and heat wave phenomena, which may lead to worsen the impacts, these findings underline the importance and urgency to implement measures allowing to strengthen adaptation to heat waves.
