If the term 'governmental power' is intended to do justice to the true extent of the capacity for action of what is more traditionally described as 'executive power', the organisational unity of this power could appear as the structural translation of this extent. This is undoubtedly the hypothesis that the editors of this book are asking us to test.

Si les termes de « pouvoir gouvernemental » entendent rendre justice à l’étendue véritable de la capacité d’action de ce que l’on qualifie, plus traditionnellement, de « pouvoir exécutif », l’unité organisationnelle de ce pouvoir pourrait apparaître comme la traduction structurelle de cette étendue. Telle est, sans doute, l’hypothèse que les directeurs de cet ouvrage nous demandent ici d’éprouver.
