LA LIBYE EN 2014 : DU LONG « ONE MAN SHOW » DE QADHAFI, AUX PREMIERS PAS DE LA SOCIETE PLURIELLE

Résumé

To measure the very specific challenge facing Libya since 2011, one must recall the profound difference between the legacy of Qadhafi and that of his Egyptian counterparts Nasser, Sadat and Mubarak, or, in Tunisia, Bourguiba and his pale successor Ben Ali. Egypt and Tunis had opted to weaken all pre-existing institutions or associations, above all religious ones--but in favor of the creation of a powerful "modern" state apparatus, mobilized to establish meticulous control over every component of society. Egypt had an oversized army, a powerful judicial and police apparatus and a ubiquitous but entirely domesticated religious establishment. Tunisia had enormous numbers of police, a Jacobin administration "à la française" and credible academic institutions. There was nothing of the kind in Libya, where Qadhafi had, with obsessive care, managed to prevent the slightest state apparatus from forming, and of course, this time just like his North African counterparts, the least hint of an associative fabric in which any opposition could have found root and threatened his power.
Pour prendre la mesure du défi très spécifique que doit surmonter aujourd’hui la Libye, il faut rappeler la profonde différence qui sépare l’héritage de Qadhafi de celui de ses homologues égyptiens Nasser, Sadate et Moubarak ou, en Tunisie, Bourguiba et son pâle successeur Ben Ali. Égyptiens et Tunisiens avaient certes opté pour l’affaiblissement de toutes les institutions ou associations préexistantes, notamment ou même surtout religieuses, mais au profit de la création de puissants appareils d’État « modernes », mobilisés pour établir leur contrôle minutieux sur tous les compartiments de la société. En Égypte, une armée pléthorique, un appareil judiciaire et policier puissant, un establishment religieux omniprésent mais totalement domestiqué. En Tunisie, une police aux effectifs démesurés, une administration jacobine « à la française », une institution universitaire crédible. Rien de tel en Libye où Qadhafi, à l’opposé, a veillé avec un soin maniaque à empêcher la constitution du moindre appareil d’État, et bien sûr, comme ses homologues maghrébins cette fois, du moindre tissu associatif où une quelconque opposition aurait pu s’ancrer et menacer son pouvoir
