Reconfiguring territory and the media ecosystem in Pima County: Tensions between industrial transition, environment and health.

Abstract

Over the past two years, our works, the COMIN and TEREM projects, financed by OHM Pima County have been focused on developing a instrumented methodology. This methodology was applied to 2 case studies : First, the proposed establishment of an open-pit mine in the East Santa Rita Mountains, known as the Rosemont project. Second, the case of water shortages in a semi-arid climate in Arizona in which drought situations are multiplying and intensifying since the 2000s. These works were carried out in collaboration with Anne Lise Boyer, Post Doc at Iglobes (CNRS) and Catherine Brooks, Professor and Interim Dean of School of Information (University of Arizona).The scientific goall of our research is to analyze the publicization of debates on public policy orientations, socio-technical choices and alternative solutions put forward by players or groups of players, to deal with conflicting situations. More specifically, we focus on two research questions : We investigate, on the scale of a “subsistence territory” (Latour, 2017) and the relationships of codependence of its occupants, the “publicization process” (Cefaï, 1996, p. 48) of debates and conflicts of use around different issues (water scarcity or hard rock mining) In the media, we examine the forms of visibility and invisibility (Voirol, 2005) of the individuals and collectives - with their positions and discourses - involved in these debates.
